According to the 1999 Constitution (as amended), the National Assembly plays a pivotal role during emergencies. They have the authority to legislate for states under emergency rule and approve the president's declaration of such a state. This power is clearly outlined in Section 305, giving them the mandate to make decisions that could shape the future of Rivers State.

“I can’t really dive into the specifics right now because we’ve agreed to deliberate on this matter tomorrow during our plenary session. But trust me, we’re going to have a serious discussion and come to a decision tomorrow,” the senator revealed.

    By nightfall, soldiers were spotted taking strategic positions, including at the Government House in Port Harcourt. An Armoured Personnel Carrier was stationed prominently at the entrance on Azikiwe Road, signaling a significant show of force. This deployment occurred around 9 p.m., though it’s uncertain whether Governor Siminalayi Fubara was still at his official residence when the troops arrived.

    Political Discord Sparks State of Emergency

    The decision to declare a state of emergency in Rivers State comes after months of escalating political tension between Governor Fubara and his predecessor, Nyesom Wike. This long-standing discord has created a palpable sense of unease across the state. Residents and motorists in Port Harcourt are rushing home, fearing potential chaos in the wake of the announcement.

    In a nationwide address, President Tinubu laid out his rationale for the emergency declaration, pointing to the unresolved political crisis that has plagued the state. He emphasized, “By this declaration, the Governor of Rivers State, Mr. Siminalayi Fubara, his deputy, Mrs. Ngozi Odu, and all elected members of the House of Assembly of Rivers State are hereby suspended for six months.”

    To manage the situation, President Tinubu appointed Vice Admiral Ibokette Ibas (retd.) as the administrator for the state during this transitional period. The president assured the public that the judicial arm of Rivers State would continue to function as per constitutional requirements, underscoring the importance of maintaining the rule of law.
